1)FJ ST BARTHELEMY NEW COUNTRY ON DXCC
After a vote in January 2007 in the French Senator room, the statut of St MARTIN and St BARTHELEMY changed from DOM (Departement d'Outre-Mer) to
COM (Collectivité d'Outre-Mer). Before attached to the Guadeloupe Island (DOM) the official statut was etablished in July 15th 2007. News Presidents are
respectively Mr FLEYMING (St MARTIN) and Mr MAGRAS (St BARTHELEMY).Two Island have now completely separate administrations.
The applicant Form will be send to the DXCC DESK by Association of Radio-Amateurs of ST BARTH. (FJ5DX)
November 2nd 2007, a first E-mail is sendind to n7ng (DXCC Desk) about news statuts and what is change after July 15th in St Barth.

November 9 2007 NC1L said : Hi Delcroix: Yes, I did alot of reading and the distance issue should not apply here. Again, please stand by as we are reviewing
this. For now, please do not send me that paperwork. If it is needed I will let you know. I can tell you that this proposal is interesting...

December 16 2007 : E-mail was sending to F2VX (dxcc manager for France) CDX Club. I ask this help to talk with NC1L about the new statut of St Barth.

December 18 2007 : W3UR from daily DX news publishing the DX Expedition team (FINLAND) coming in St Barth and said on the cluster : FJ NEW DXCC

At this time, the DXCC Desk do not approved the new statut about FJ on the DXCC list award.

To day, I received many messages for disregard this DX expedition, without concertation with the St Barth Association.
" In one word: scandale!! The finnish behavior like conquistador!!
There are local amateur radio ON THIS ISLAND +++ the new dxcc recognizion must be the opportunity to do a local ceremony with first QSO by the local
team +++
I hope arrl dxcc comittee will not agree this kind of non ham spirit! This expedition must not count as a new dxcc." (Laurent F6)

If this OH expedition in St Barth will be approved by DXCC Desk, the Association will be look in the futur for a new position about intruder or invinder


I am sorry the present situation has not been coordinated and I agree the locals should have been making the 1st QSO as a celebration.
I do hope as a UKSMG member the current team operating from FJ do not jeopardize any future operation by 6m operators, for example of the well known Ops
W6JKV K5AND W7XU etc wished to visit. Of course these people always enjoy the process of meeting and making friends with the local Hams and don't
appear on the band before making sure the locals are "in the loop" .(Neil G0)

New DXCC Entity, Saint Barthelemy Dec 19, 2007 16:05 ET Bill Moore, NC1L DXCC Desk Announces New Entity The ARRL DXCC Desk is pleased to
announce the addition of St Barthelemy (FJ) to the DXCC List, making the island entity number 338 with an effective date of 14 December, 2007. Cards with
contacts dated December 14, 2007 or after will be accepted for DXCC credit. New card submissions for St Barthelemy will not be accepted until January 1,
2008 in order to allow time for administrative adjustments. Background On February 21, 2007 the French Ministry issued a decree making St Barthelemy an
Overseas Collective, making its status equal to that of Guadeloupe, Martinique and other French territories currently on the DXCC List. On November 8, 2007
the President of Association Des Radio Amateurs De St Barthelemy, Philippe Delcroix, FJ5DX, contacted the DXCC Desk, requesting that St Barthelemy be
considered a new DXCC entity. The "event date" that caused St. Barthelemy to be added to the DXCC list was December 14, 2007, the date the US State
Department Fact sheet was updated by the Bureau of Intelligence and Research. This update added St Barthelemy to the List of Dependencies and Areas of
Special Sovereignty with its Administrative Center in Gustavia, qualifying it under DXCC rules in Section II -- 1 Political Entities (c): c) The Entity contains a
permanent population, is administered by a local government, and is located at least 800 km from its parent. To satisfy the "permanent population" and
"administered by a local government" criteria of this sub-section, an Entity must be listed on either (a) the U.S. Department of State's list of "Dependencies
and Areas of Special Sovereignty" as having a local "Administrative Center," or (b) the United Nations list of "Non-Self-Governing Territories."

1) Un opérateur possédant une licence CEPT équivalente à la licence Française peut-il opérer depuis le radio-club de St Barth avec l'indicatif du Club (FJ5KF).
2) Un opérateur ne possédant pas une licence CEPT, mais ayant une réciprocité avec la France, (ex : USA ou JAPON) peut-il opérer depuis le RC (FJ5KH)
3) Un Club radio étranger ne possédant pas une licence CEPT, mais ayant une réciprocité avec la France (ex : USA) peut-il opérer depuis le RC (FJ5KH).
4) Un Club radio étranger ne possédant pas une licence CEPT, mais ayant une réciprocité avec la France (ex : USA) peut-il opérer depuis St Barth avec
l'indicatif du Club de son pays d'origine précédé du préfixe (ex : FJ/WB2RZZ) = sachant que dans l'exemple WB2RZZ est un indicatif de Club Américain qui
sera opéré par plusieurs indicatifs personnels Américains, simultanément sur plusieurs fréquences différentes et dans des modes différents.
5) Un indicatif personnel (ex : FJ/F6XYZ) peut-il être utilisé par d'autres opérateurs (ex : JR2ZYX) de façon à ce que l'indicatif soit utilisé simultanément sur

1) la réponse est juridiquement OUI, mais attention. Suivant la réglementation un radio club est placé sous la responsabilité du titulaire de l'indicatif (Vous) le
radio club peut être exploité par tout titulaire d'un indicatif en utilisant l'indicatif du club suivi de son indicatif personnel (..) Cf. page 1896 JO 3 février 2001
2) même réponse que pour le point 1)
3) et 4) la réponse est NON
5) NON FJ/F6XYZ est un indicatif personnel il ne peut donc être utilise que par son titulaire légal.................... Et puis enfin, comme responsable du radio club
vous êtes totalement libre d'ouvrir ou de refuser, votre radio club, a qui vous le souhaitez (...) sous réserve de ce qui précède et de la réglementation générale.
Le principe général (si accord) un radioamateur peut faire de l'émission avec son indicatif personnel précédé du préfixe (FJ/G9GW)

It is very important to understand on question 4) that a OUTSIDE RADIO CLUB CALL cannot used in the French territory (FJ/OH2RC) or (FJ/JA2RC) or
(FJ/WB2RC) is ILLEGAL ! In this exemple suffix RC = Radio-club call. If a team like to operating in the French territory with multi-operators, it is necessary to
ask a special call (TO5...) to the ANFR http://anfr.fr/doc/docenligne/INDSPEC.pdf ; a MULTI-OPERATORS and multi-country group just received the special
call TX5C for a futur operation in Clipperton Island.

12/01/2008 Yesterday, a first 3 el. yagi (14/21/28) was installed. A second 3 el. yagi beam (18/24) was installed at 12m hight. At this time, major traffic was
CW/SSB/RRTY on 7/10/14/18/21 mcs.


13/01/2008 Relax day for the team to day, a special BBQ was offered by members of Association (FJ5AB FJ5BC FJ5DX FJ1CM SWL XYL) at the Club.
